
A pamphlet from the Ministry of Health, Labor, and Welfare denying that marijuana can be used to revitalize towns. The Ministry of Health, Labor, and Welfare’s website begins with the following line: “There is now a quiet spread of talk that the illegal drug ‘marijuana’ can be used to revitalize towns. The Ministry of Health, Labor, and Welfare (MHLW) website, which begins with a link that reads, “The Ministry of Health, Labor, and Welfare’s Supervisory Guidance and Narcotics Control Division is promoting the prevention of illegal cultivation on its website, “Marijuana Cultivation for Town Development? (page 16), which appealed for the prevention of illegal marijuana cultivation, and deleted this homepage. (June 17, 2021/Mainichi Shimbun), but the website is still viewable as of June 2024, only the address has been changed. The Ministry of Health, Labor, and Welfare (MHLW) denied the town’s promotion of marijuana cultivation and stated, “Beware of ‘hemp intoxication. In addition, marijuana farmers protested against descriptions such as “hemp cultivation is hard work” and photos of legally permitted marijuana and prohibited marijuana side-by-side, which they denied. While the pamphlet as a whole is designed to promote the dangers of marijuana, there are also notable descriptions that are inconsistent with the new law. As one of the dangers, the pamphlet states, “The five senses became unusually bright. (The sense of sound is even brighter than before. (The sense of sound becomes even more vivid, and things in front of one’s eyes seem more attractive. In a sense, this is the black history of the Ministry of Health, Labor and Welfare.
