The Ministry of Health, Labor, and Welfare&#8217;s website begins with the following line: &#8220;There is now a quiet spread of talk that the illegal drug &#8216;marijuana&#8217; can be used to revitalize towns. The Ministry of Health, Labor, and Welfare (MHLW) website, which begins with a link that reads, &#8220;The Ministry of Health, Labor, and Welfare&#8217;s Supervisory Guidance and Narcotics Control Division is promoting the prevention of illegal cultivation on its website, &#8220;Marijuana Cultivation for Town Development? (page 16), which appealed for the prevention of illegal marijuana cultivation, and deleted this homepage. (June 17, 2021\/Mainichi Shimbun), but the website is still viewable as of June 2024, only the address has been changed. The Ministry of Health, Labor, and Welfare (MHLW) denied the town&#8217;s promotion of marijuana cultivation and stated, &#8220;Beware of &#8216;hemp intoxication. In addition, marijuana farmers protested against descriptions such as &#8220;hemp cultivation is hard work&#8221; and photos of legally permitted marijuana and prohibited marijuana side-by-side, which they denied. While the pamphlet as a whole is designed to promote the dangers of marijuana, there are also notable descriptions that are inconsistent with the new law. As one of the dangers, the pamphlet states, &#8220;The five senses became unusually bright. (The sense of sound is even brighter than before. (The sense of sound becomes even more vivid, and things in front of one&#8217;s eyes seem more attractive.
